Current Notice
NOT-OD-26-017: NIH will implement Research Security Training (RST) requirements mandated by the CHIPS and Science Act of 2022. Beginning May 25, 2026, all senior/key personnel listed on NIH applications must certify that they have completed RST within the 12 months prior to submission.
Key Requirements
Individual Certification
- NIH will collect RST certifications at the time of application through the Biographical Sketch in SciENcv. Each senior/key person must personally certify completion of RST in their biosketch.
Institutional Certification
- The Authorized Organizational Representative (AOR) certifies, via their signature on the application face page, that all listed senior/key personnel employed by the institution have completed RST.
Training that meets these criteria includes:
- Research Security Training at the University of California (available in the UC Learning Center).
- Training diplomas will be required for all Senior/Key Personnel for proposals submitted on or after October 10, 2025. Diplomas must include the individual’s name and be dated within the 12 months before submission.

Effective Date
- Research Security Training is optional at this time.
- Mandatory compliance with RST requirements begins for NIH application due dates on or after May 25, 2026.
