Current Notice
NOT-OD-26-017: NIH will implement Research Security Training (RST) requirements mandated by the CHIPS and Science Act of 2022. Beginning May 25, 2026, all senior/key personnel listed on NIH applications must certify that they have completed RST within the 12 months prior to submission.
Key Requirements
Individual Certification
- NIH will collect RST certifications at the time of application through the Biographical Sketch in SciENcv. Each senior and key personnel must personally certify completion of RST in their biosketch.
Institutional Certification
- The Authorized Organizational Representative (AOR) certifies, via their signature on the application face page, that all listed senior/key personnel employed by the institution have completed RST.
Training that meets these criteria includes:
- Research Security Training at the University of California (available in the UC Learning Center).
- Training diplomas will be required for all Senior/Key Personnel. Diplomas must include the individual’s name and be dated within the 12 months before submission.

Effective Date
- Research Security Training is optional at this time.
- Mandatory compliance with RST requirements begins for NIH application due dates on or after May 25, 2026.
- For NIH submissions on or after May 25, 2026, Research Security Training will satisfy the Other Support Training Requirement and NIH Research Security Training Requirement if completed on or after September 23, 2025.
