F&A Rates
F&A rates for CIRM are based on the approved rates with a start date of July 1, 2018 or later. Use the CIRM approved rate in place at the beginning of each budget period for that entire budget year. Do not use a blended rate due to an overlap between the budget and fiscal year.

CIRM Restrictions on Out-of-State Research Activities
CIRM funding generally may not be used to support “research” conducted outside California. To determine whether work performed by an out-of-state entity constitutes prohibited research activity, CIRM focuses on certain characteristics commonly associated with research subawards. Under CIRM policy, a collaborator's activities are generally considered research if the collaborator retains intellectual property rights or independent publication rights arising from its portion of the CIRM-Funded Project. If an out-of-state collaborator retains either of these rights, CIRM may find the subaward costs unallowable. Conversely, if the collaborator waives both intellectual property rights and independent publication rights arising from the CIRM-funded work, CIRM may permit funding of those activities.
Please reach out to your OSR Staff Representative as soon as the collaboration is known to have the proposed out-of-state subaward reviewed for allowability and next steps.
