Training Requirement

NSF Notice 149: Updates to NSF Research Security Policies

  • Research Security Training Requirement for Federal Award Personnel: In accordance with Section 10634 of the CHIPS and Science Act of 2022 (42 U.S.C. ยง 19234), each individual identified as a senior/key person must certify that they have completed the requisite research security training that meets the requirements specified in Item 2 of Important Notice No. 149 within 12 months prior to proposal submission.

 

Training that meets these criteria currently include:

 

The Research Security Training diplomas will be required for each Senior Key Personnel for application stage proposed on or after October 10, 2025. The training diploma must be associated with their name and have a date within the last 12 calendar months.

Reviewing Contracts Requirement:

Policy, NSF Notice 149: Updates to NSF Research Security Policies

  • Effective October 10, 2025 NSF proposers and recipients are required to maintain supporting documentation, including copies of contracts, grants, or any other agreements specific to foreign appointments, employment with a foreign institution, participation in a foreign talent recruitment program and other information reported as current and pending (other) support for all senior/key personnel that must be available to NSF upon request. Proposers and recipients are expected to review requested supporting documentation for compliance with NSF award terms and conditions.

 

Review Requirement

For NSF Submissions on or after October 10. OSR and other campus stakeholders are reviewing the current process and guidance for this requirement. NSF submissions during this time will be reviewed in an interim internal process.
