Per NSF Important Notice 149: Updates to NSF Research Security Policies , applications submitted on or after October 10, 2025 require two components:

  • Training Requirement
  • Reviewing Foreign Contracts

Training Requirement

NSF Notice 149: Updates to NSF Research Security Policies 

  • Research Security Training Requirement for Federal Award Personnel: Each senior/key person must certify completion of research security training that meets the requirements in Important Notice 149 within 12 months prior to proposal submission.

Training that meets these criteria includes:

Training diplomas will be required for all Senior/Key Personnel for proposals submitted on or after October 10, 2025. Diplomas must include the individual’s name and be dated within the last 12 months.

Reviewing Contracts Requirement

Policy (NSF Notice 149): Updates to NSF Research Security Policies 

  • Effective October 10, 2025, NSF proposers and recipients must maintain supporting documentation—including foreign contracts, grants, agreements, and foreign talent recruitment program participation—for all senior/key personnel. Documentation must be available to NSF upon request. 

Review Requirement

For submissions on or after October 10, OSR and campus stakeholders are reviewing internal processes and guidance related to this requirement. NSF submissions during this period will undergo an interim internal review process.
