Malign Foreign Talent Recruitment Program (MFRTP) Certification at RPPR

MFRTP 

There have been several inquiries on the MFRTP Certification requirement within the new NIH Current and Pending Support (CPOS), and MFTRP standalone certifications for Research Performance Progress and Final reports (RPPR). 

RPPR

  • The New Current and Pending Other Support form includes language adding the Certification for Malign Foreign Talent Recruitment Program within the document.

    • If Senior Key Personnel on report with 1+ month effort are submitting a new Current and Pending Other Support form, all errors and warnings must be cleared; otherwise, a separate MFTRP Certification must be attached in G.1.
    • Example – Senior Key Personnel with 1+ month effort includes a New Current and Pending Other Support; however, it includes a clear warning within the proposal package for the CPOS form. The Senior Key Personnel must complete a separate certification to be uploaded into G.1.
  • For Senior Key Personnel who use an older version of the Other Support form during the NIH leniency, a separate MFTRP certification will need to be completed and added to G.1.
  • For all Senior Key Personnel on report with less than 1 month effort, a separate MFTRP certification will be added to G.1. (unless there are changes to Other Support and a new CPOS form is submitted for the Senior Key Personnel that clears all errors and warnings.

NIH FAQ Language:

14. When required to provide a Biographical Sketch Common Form and/or updated Current and Pending (Other) Support Common Form in the RPPR, do current or new senior/key personnel also need to provide the annual certification statement regarding their participation or non-participation in Malign Foreign Talent Recruitment Programs (MFTRPs) in Section G.1? New

No. senior/key personnel required to submit one of these forms in the RPPR do not need to also provide the annual certification statement related to MFTRPs in section G.1. The digital certification on their Biographical Sketch Common Form or CPOS Common Form will fulfill this requirement.

Note: During the current leniency period, through May 2026, if the senior/key person does not upload a digitally certified Common Form from SciENcv that clears all warning validations, then they will need to provide the annual certification statement in section G.1.
