NOT-OD-26-019 NIH has announced two immediate changes to reduce applicant burden and streamline the application process.
1. Letters of Intent (LOIs) No Longer Requested or Accepted
- NIH will no longer request or accept Letters of Intent (LOIs) for any Notice of Funding Opportunity (NOFO).
- LOIs previously helped estimate peer review workload; centralization of peer review at CSR has eliminated the need.
- Any LOIs already submitted will not be acknowledged or reviewed.
- Applicants should continue to review NOFO instructions carefully for updates.
2. Prior Approval Requirement Removed for Applications Requesting ≥ $500,000 Direct Costs
- Applicants requesting $500,000 or more in direct costs (excluding consortium F&A) are no longer required to contact an NIH Institute or Center before submitting.
- A cover letter documenting IC agreement to accept the application is no longer required.
- All active NOFOs containing this requirement are now superseded by this policy. NIH will update the Application Guide and Grants Policy Statement to reflect this change.
