NOT-OD-25-154 Implementation of NIH Research Security Policies

NOT-OD-25-154 NIH has issued new Research Security Policy requirements in alignment with the CHIPS and Science Act, NSPM-33, and OSTP guidance.  

 

Beginning with applications submitted on or after January 25, 2026, covered institutions (those receiving >$50M/year in federal research support)  

  • must certify that they operate a research security program, and all senior/key personnel must certify completion of research security training within the past 12 months prior to submission.  

  • Certifications will also be required at the time of application and annually with RPPRs, using NIH’s interim process until a central system is in place.  

  • Additionally, individuals who are party to a Malign Foreign Talent Recruitment Program (MFTRP) are prohibited from serving as senior/key personnel, with MFTRP certifications required at application and annually thereafter.  

 

UCSF is reviewing the guidance in coordination with UCOP current policies and resources. Current training and processes will be evaluated. More guidance will be provided when available.
