NIH Operates Under a Continuing Resolution

NOT-OD-26-131

The National Institutes of Health (NIH) announces that NIH is operating under the Continuing Appropriations and Extensions Act, 2027, which continues federal government operations through December 11, 2026, at the Fiscal Year (FY) 2026 enacted funding level.

During the continuing resolution (CR):

  • Non-competing awards may be reduced temporarily. NIH Institutes and Centers may issue non-competing research grant awards at levels below those indicated in the most recent Notice of Award. NIH may consider upward adjustments after FY 2027 appropriations are enacted.
  • Monitor grant expenditures carefully. NIH advises institutions to closely monitor spending during the CR period.
  • FY 2026 policies remain in effect. Legislative mandates and fiscal policies applicable in FY 2026 continue under the CR.
  • The NIH salary cap remains unchanged. The salary limitation remains at Executive Level II of the Federal Pay Scale.
  • NRSA stipend and tuition/fee levels remain in effect. FY 2026 Ruth L. Kirschstein National Research Service Award predoctoral and postdoctoral stipend levels and tuition/fee policies continue to apply.
  • Uniform Guidance revisions are temporarily prohibited. The CR prohibits NIH from implementing revisions to the Uniform Administrative Requirements for Federal Awards (2 CFR Part 200) through December 11, 2026.
