Implementation of the New Federal F&A Rate Agreement

The campus has received a new Facilities and Administrative costs (F&A) agreement from the Department of Health and Human Services, Division of Cost Allocation. The new F&A agreement applies to all new, renewal, resubmission, competing revision, and transfer-in proposals, for grants, contracts and other agreements with the Federal Government, effective February 27, 2024

Below are effective dates and rates:

New effective period and rates for On-Campus Research:

07/01/2021-06/30/2024 = 61.50% MTDC

07/01/2024-06/30/2026 = 64.00% MTDC

07/01/2026 until amended = 64.00% MTDC

New effective period and rates for On-Campus Instruction*:

07/01/2021-06/30/2024 = 46.00% MTDC

07/01/2024-06/30/2026 = 42.00% MTDC

07/01/2026 until amended = 42.00% MTDC

New effective period and rates for On-Campus Other Sponsored Activities:

07/01/2021-06/30/2024 = 37.00% MTDC

07/01/2024-06/30/2026 = 39.50% MTDC

07/01/2026 until amended = 39.50% MTDC

Effective period and rate for Off-Campus Research, Instruction, and Other Sponsored Activities:

07/01/2021-06/30/2026 = 26.00% MTDC

07/01/2026 until amended = 26.00% MTDC

*Effective July 1, 2024, the On-Campus rate for Instruction will decrease from 46.0% MTDC to 42.0% MTDC. Proposals and all awards (e.g. active, new, renewal, resubmission, transfer-in, and competing revision) will apply the lower 42.0% MTDC rate effective July 1, 2024 and forward. Please note that this does not apply to PHS instructional/educational awards that deviate from the Federal F&A Rate Agreement. Further information on the handling of ongoing awards will follow from CGA.

Please note when Escalating Rates Apply:  If a budget proposal period covers two UC fiscal years (e.g., 04/01/24 - 03/31/25), a combination of the two rates should be used in proposals (i.e., 3 months @ 61.5% for on campus research and 9 months at 64.0%).  When expressing the use of multiple rates on budget forms, show both of the rates being used; do not show a composite rate.  Note that the UCSF fiscal year runs on a July 1 to June 30 basis.

  1. All New, Renewal, Resubmission, Competing Revision, and Transfer-in proposals to the Federal government for contracts, grants, and cooperative agreements with budget periods on or after February 27, 2024, should apply the new F&A rates according to the above effective periods and rates. This includes in-coming subawards with prime funding from Federal sources.
  2. Proposals submitted and awarded using the November 27, 2017 rate agreement will continue to apply the November 27, 2017 rates through the end of the competitive segment, unless there is an opportunity to recover indirect costs at the new rate and there is no impact to direct costs. However, please note the following:

If the sponsor has capped Total Costs based on the original proposed 2017 rates, OSR will accept the award applying the 2017 rates for the awarded competitive segment.

Instruction proposals/awards that applied the 46% MTDC instruction rate will apply the 42.9% MTDC instruction rate, effective July 1, 2024 and forward.

  1. Non-competing continuations for Awards issued prior to February 27, 2024, will continue to apply the 2017 rates until the end of the competitive segment, except awards that applied the 46% MTDC Instruction rate. These awards will apply the 42.9% MTDC instruction rate, effective July 1, 2024. The 2024 rate agreement will be applied to the competing renewal for these awards.
  2. At JIT, the sponsor’s grants management will be informed of the new DHHS F&A Rate Agreement dated February 27, 2024. The fully-executed Agreement is uploaded to the OSR Public F&A Rate webpage.
  3. OSR implementation of the February 27, 2024 rate agreement applies to all funding sources including Industry funded research, instruction, and other sponsored activities (e.g., public service, equipment, travel, clinical services, evaluation). Industry sponsored human clinical trials  will apply the UC Rate (33% TDC).

New rates were made effective in eProposal on February 28, 2024, for proposals.
