FEDERAL ALERT: CHECK APPROACHING DEADLINES TO DRAW FUNDS ON MULTI-YEAR FUNDED AWARDS SUPPORTED BY FIXED APPROPRIATIONS

NOT-HS-20-002 and NOT-HS-20-003 from the Agency for Healthcare Research and Quality (AHRQ), reminds grant recipients of Multi-Year Funded (MYF) awards supported by FY 2015 (10/1/2014 - 9/30/2015) appropirations, to check on the deadline to drawdown funds. This alert applies to all federal MYF awards supported by fixed year appropriations. All federal agencies are required to close fixed year appropriation accounts and cancel any remaining balances on any awards issued out of the fixed year appropriation accounts by September 30th of the 5th fiscal year after the period of availability.  All undrawn award funding falling under this condition will no longer be available for program expenditures, obligations or payment requests.

MYF awards are awards in which the budget period and the project period are for the same duration exceeding 12 months and full funding is awarded from one fiscal year.

The Program Support Center (PSC), which oversees the Payment Management System (PMS) sets a deadline each year for requesting cash withdrawals for expiring MYF awards. Grantees can check the PSC PMS Cancelled Awards webpage for the last day to draw funds on awards issued using fixed year appropriations. The deadline is generally before September 30 and some federal agencies may set an earlier deadline. Please check the terms of the award for the appropirate deadline.

Please note that the fiscal year appropriation dictates when the funds cancel/expire, not the end date of the award.  If the award end date is extended beyond the fiscal year approation (e.g. beyond September 30), the fiscal year appropriation end date takes precedence.
