Kirschstein NRSA Stipend and Other Budgetary Levels for Fiscal Year 2018 and UC Postdoctoral Scholar Salary/Stipend Increases Effective June 1, 2018

NOT-OD-18-175 establishes the stipend levels for FY 2018 Kirschstein-NRSA awards for undergraduate, predoctoral and postdoctoral trainees and fellows and supersedes NOT-OD-17-084 and NOT-OD-17-003.

Also Note:  Per the Postdoctoral Scholars’ MOU between the University of California and the UAW Union, Article 4, Compensation, the University minimum salary/stipend rates for Postdoctoral Scholars increased effective June 1, 2018.  The UC scale is two levels higher than the NIH FY 2018 stipend, e.g. the UC salary/stipend for experience level 0 matches NIH experience level 2.   • New rates apply when a postdoctoral scholar is newly appointed/reappointed or on the anniversary date (for postdoctoral scholars with multiple year appointments) on or after June 1, 2018.
  • Appointments made prior to June 1, 2018 will remain on the December 1, 2016 salary scale until the anniversary or reappointment date.
  • Exception to the June 1 effective date apply to Kirschstein-NRSA training and fellowship awards made on or after October 1, 2017. The new UC scale will apply to these awards and are retroactive to the award date (see notes under Effective Immediately).

 All FY 2018 Kirschstein-NRSA scale and UC postdoctoral scholar salary/stipend apply to Krischstein-NRSA awards made on or after October 1, 2017

Other NIH Budgetary Notes:

  1. FY 2018 Stipend for Predoctoral Fellows is $24,324.
  2. Amounts for Tuition and Fees for all educational levels remain unchanged.
  3. Training-related Expenses and Institutional Allowance for Postdoctoral trainees and fellows have been increased by $1,000 from $8,850 to $9,850
  4. Training-related Expenses and Institutional Allowance for Predoctoral trainees remain unchanged.
  5. Senior Fellows (F33 only): when awarded, the stipend level must be commensurate with the base salary that would be paid by the institution with which the individual is permanently affiliated but cannot exceed the current Kirschstein-NRSA stipend limit set for those with 7 or more years of experience. The level of Kirschstein-NRSA support will take into account concurrent salary support provided by the institution and the policy of the sponsoring institution. NIH support does not provide fringe benefits for senior fellows.

Effective Immediately:

  1. The FY 2018 stipend levels are to be used on all competing and non-competing Kirschstein-NRSA institutional training grant and individual fellowship applications going forward.
  2. The FY 2018 stipend levels and any budgetary increases will be administratively applied to all Kirschstein-NRSA applications under review.
  3. Appointments to institutional training grants that have already been awarded in FY 2018 must be amended in xTrain to reflect the FY 2018 stipend levels once the training grant award has been adjusted by NIH.
  4. The new UC salary/stipend scale for Postdoctoral Fellows will apply to Kirschstein-NRSA awards made on and after October 1, 2017 and will be retroactive to the award date.
          • Mentors/departments are responsible for supplementing and difference between the FY 2018 NRSA scale and the New UC salary/stipend scale from non-federal sources
  1.  For all other applications to federal and private sponsors the new UC salary/stipend levels for Postdoctoral Fellows should be applied effective June 1,             2018 and forward.
          •      No revisions are anticipated for NIH awards made under other activity codes (e.g. R, P, U, etc.).
          •      If allowed, PIs may rebudget their awards to pay postdoctoral fellows at the new UC scale and/or supplement the difference from non-federal sources.
  1. Other Sponsors:  if the sponsor is willing to supplement the award, please contact your RSC, otherwise, if the amount of the sponsor’s support is lower than the new UC scale, the department will be responsible for supplementing the difference from non-federal sources or, if allowed, rebudgeting form the existing award.

Other NIH Policy Notes:

  1. NRSA support is limited to 5 years aggregate for predoctoral trainees (6 years for ddegree training) and 3 years aggregate for postdoctoral fellows.
  2. The maximum amount that NIH will award to support the compensation package for a graduate student research assistant remains at the zero level postdoctoral stipend (see NOT-OD-02-017).
