UC and UAW Union for Postdoctoral Scholars Reach Collective Bargaining Agreement - Contract Changes Information

 There is a final contract agreement between UC and UAW 5810 (Postdocs Union). The agreement includes a new policy for Postdoc compensation that went into effect today, 12/1/16.  This scale is based on the 2017 NIH NRSA scale but UC postdocs will be paid at least 2 steps higher than their NIH experience level (“NIH Plus 2 Steps”).  

 For NIH Institutional Training Grants and Individual NRSA Postdoctoral Fellowships (Ts and Fs)

o   Proposal: budget according to the NIH/NRSA scale for 2017.

o   Award: NOT-OD-17-002 announces the process to bring existing NRSA awards (Ts and Fs) up to the current projected NRSA stipend levels for active postdoctoral trainees and fellows at levels 0, 1, and 2 as of today, December 1, 2016.  Your RSC will contact you to coordinate the supplement submission.

§  The mentor/department is responsible for supplementing any difference between what NIH is willing to pay and the new UC salary scale (see below) using a non-federal source.

For all other NIH mechanisms and other sponsors

o   Proposal:

§budget according to the new UC salary, limited where necessary to the sponsor’s policy.  

o   Award:

§  NIH: No supplemental awards are anticipated for other mechanisms (e.g. Rs, Ps, Us, etc).  However, PIs may rebudget their awards to pay the postdoc at the new UC salary scale and/or supplement the difference from a non-federal source.

§  Other Sponsors: If the sponsor is willing to supplement the award, please contact your RSC.  Otherwise, if what the sponsor is willing to pay is lower than the new UC Scale (see below), the department will be responsible for supplementing the difference from a non-federal source or rebudgeting from existing award (if allowable by sponsor/award).

On 12/1/16, postdocs will receive a one-time range adjustment to the new experience level if their salary at the current experience level step is below the new UC Salary Scale. For existing awards, departments will need to supplement salaries up to the new rates or rebudget (if allowed by sponsor/award).

After 12/1/16, on each postdoc’s anniversary date, they will need to receive an experience level step increase to the next experience level of the scale or a 2% increase, whichever is greater.   If the postdoc’s salary is at the max, then a 2% increase shall be applied at each reappointment period or anniversary date.
